Add 6.11.1 ebuild, update manifest

Please find attached a patch to add nessus-bin-6.11.1. It is a direct copy of 6.10.5's ebuild with the addition of pax-mark m for nessuscli.

Bump nessus-bin to 6.11.1

New patch, just the diff between 6.10.5 and 6.11.1 instead of whole files.

Upstream seems to publish only 7.0.3 these days. Given that the maintainer failed to bump for over half a year, I think it should be treecleaned as non-installable.

The bump should be simple. I have been using 7.0.1 without issue since I created the bug 645644.  I'll need to upgrade to 7.0.3 to test, but I doubt any issues with installation / stability.  I also have bug 645740 in bugzilla that fixes an issue with the ebuild.

Just installed 7.1.3 today.  No edits were required except to change the ebuild version number.  Everything is working well for amd64.

Any reason Nessus is being removed from portage?  The ebuild still works great and just needs a version bump.  Current version is 8.0.1 and works well for me.  Nessus is an extremely important security tool and it would be a shame to loose an official version in portage.

    Also, confirmed this version automatically creates the directory for its
    user data so it is possible to trivially avoid Bug #645740.
