Bug 634836 – media-libs/mesa-17.2.3 print full path to patents.txt

I suggest to print the full path to patents.txt, so that the user does not have to search or read the ebuild code.

 * USE="bindist" was not set. Potentially patent encumbered code was
 * enabled. Please see patents.txt for an explanation.

Feel free to commit a fix (and make sure to fix mesa-9999.ebuild).
