It seems the user tove was removed from https://dev.gentoo.org/, within his patch formerly located at `https://dev.gentoo.org/~tove/distfiles/dev-perl/LWP-Protocol-https/LWP-Protocol-https_ca-cert-r1.patch.gz` So the build of =dev-perl/LWP-Protocol-https-6.60.0 failed.
That resource doesn't seem needed anymore, the patch is pulled from files/ now and the SRC_URI is just cruft. Could you test this by nuking the SRC_URI line from the ebuild?
