dev-python/cryptography-1.9 contains `#include <openssl/ec.h>` which exists only if openssl[-bindist] is installed.

Installation of dev-python/cryptography-1.9 failed because openssl/ec.h was missing.

It looks like this is still fixed, at least if using the fedora patchset
