Without setting LS_SETTINGS_DIR or configuring --path.settings accordingly /opt/logstash/config/logstash.yml will be read instead of /etc/logstash/logstash.yml.

Reproducible: Always

Steps to Reproduce:

Thanks for noticing, actually I've never used it so I haven't spotted this.

The same problem applies to app-admin/logstash-bin-5.6.1
