could not find anything about the package on the website provided in HOMEPAGE. Even not with web.archive
libfpx now appears to be maintained by ImageMagick. According to [1] the extent of their support is 'to accept patches from contributors and build a new point release'. Tarballs are available at https://www.imagemagick.org/download/delegates/ . Judging from archive.org, the old I3A organization appears to have been absorbed into IEEE around 2012-2013 and it's website long since lost to SEO link-spammers.
