sys-devel/bc-1.07.1 was committed on 2017-04-10, but its distfile, bc-1.07.1.tar.gz, still has not appeared on gentoo distfiles mirrors as of this writing. SRC_URI is directly fetchable, ebuild is not fetch or mirror restricted, and checksum matches, so it's not immediately clear why it's missing.

I would blame the maintainer for putting two URLs, of which first (mirror://gnu-alpha/...) does not contain the file and also contains mirrors that are broken over IPv6. It probably just gives up before reaching the first working URL.
Please fix SRC_URI on this package. Listing multiple URIs so that you don't have to update it later, is causing user-visible problems here. If base-system isn't interested in maintaining this package, please make that clear.

Multiple SRC_URIs are used for more than 11 years now without any problems: https://sources.gentoo.org/cgi-bin/viewvc.cgi/gentoo-x86/sys-devel/bc/bc-1.06.94.ebuild?hideattic=0&r1=1.2&r2=1.3 If this is unsupported this would be a big news which will affect hundreds of ebuilds. Anyways, I'll now push an updated ebuild without GNU Alpha mirror (i.e. a single SRC_URI) to help Gentoo infrastructure and because there wasn't a new bc alpha since we added the alpha mirror.
