That license doesn't exist: # Distributed under the terms of the GNU General Purpose License v2
Ebuild LICENSE variable is set to GPL-2 Package license is stored in a file called COPYING. Full license title is "GNU General Public License Version 2" Confirmed that the license title matches GPL-2 full title as stated on gnu.org. No obvious signs of copyright license violations found. Closing bug.
The license of the upstream package may be fine (I haven't checked that though). The problem is the header of the openrc init file in files/connman.initd2 which says "GNU General *Purpose* License v2".
