See this also on an Intel i5-4430 running Gentoo unstable (fully updated)
Kernel-4.9.1, GCC 5.4.0 etcetera.

There is an odd intermix of ownership of various files in /var/tmp/portage/app-misc
some are portage:portage and others are root:root.
