It's trying to pull in the sources to build, but cannot resolve the URL.

This seems to be a DNS or network issue on your end. Cannot reproduce on my rig.

This is the important line: 
"Failed to resolve address for github.com: Temporary failure in name resolution
error: failed to fetch `https://github.com/rust-lang/crates.io-index`"

I see you have cargo installed. Try running the following command and tell me what happens:

Fetching files during compile is explicitly forbidden and a major QA violation. You must ensure that the ebuild is entirely buildable within whatever's fetched via SRC_URI.

Hm, indeed. It's a shame I cannot reproduce, as that would make it a lot easier to fix the issue. Any pointers?

I see in the cargo eclass there is a function for this:

I suspect this may be the root cause of Toralf's issue as well. Let's see if the issue resolves itself when the new ebuild is merged.

Yep, that's it. I successfully reproduced Toralf's issue with the network-sandbox feature enabled in the current ebuild, but not with the ebuild from the PR.

Interestingly enough, having just tried to apply this PR I ended up with an error in src_install():

I just merged it into my local portage tree, and I see it too. Easy to reproduce, just run `ebuild wsta-0.5.0.ebuild clean install`.

Seems to be failing on this line in the cargo.eclass:

It was added in this patch:

That directory doesn't exist for this ebuild. I think what we are experiencing here is that the method returns 1 because of this line. That means the method fails, and the build stops (because of the `die` in the ebuild).

I changed the line to this, and it worked on my machine:

    Previously, libraries were fetched in the compile step.
    This commit ensures all crates are fetched in the fetch
