As recently discussed in the gentoo-licenses mailing list, the POMPOM license restricts the cost of redistribution and by our current criteria needs to be mirror and bindist restricted: https://archives.gentoo.org/gentoo-licenses/message/0f51be18799cdf8d0b7c4e09c7fc8d11 If availability of the upstream SRC_URI is an issue, hosting the distfiles on dev.gentoo.org shouldn't be a problem (as far as the license is concerned).

Please fix the license violation till 2018-07-27, if this package is still maintained in order to keep it in the tree.

I have added the restrictions.
