SystemC 2.3.0 and 2.3.1 has been re-licensed to the Apache License 2.0 and now we can download tarballs without the license agreement page. Thus, we would be able to eliminate the fetch restriction for these versions. (Great!) The bad news is, the original tarballs has been removed from the Web site and the new ones are renamed from `${P}.tgz` to `${P}a.tar.gz`. Hash sums of these tarballs are, of course, also changed from the originals. Would you update ebuilds for SystemC 2.3 series for these new tarballs?
Request systemc ebuild updating. Now homepage of SystemC is http://accellera.org/community/systemc Download page is http://accellera.org/downloads/standards/systemc The note from download page: "In 2016 Accellera re-licensed all SystemC supplemental material under the Apache 2.0 License. Access to some previous releases of SystemC material may still require acceptance of the terms of the SystemC Open Source License while the process of updating license statements is underway. Please contact the Accellera office if you have any questions." Also SystemC Verification Library provided as separate zip archive. Requesting including it into systemc ebuild. Or it would better to open new bug for that?
