qtoctave's homepage is listed as http://forja.rediris.es/projects/csl-qtoctave/ but this site is defunct. I have not been able to find a new homepage for qtoctave. (I guess because the project's been long inactive.)

It seems the last updates were in 2011: https://www.openhub.net/p/qtoctave Someone copied the source to his github account in 2012: https://github.com/luisivan/QtOctave Given that from 4.0(?) onwards Octave itself comes with a (qt4) GUI, this unmaintained package seems redundant to me. (I haven't tested whether it still works.)
this GUI for octave is broken and also a dead project. it should be remove from portage tree. octave has a build GUI
