Patch for GLEP 23

I propose to add one sentence to the paragraph specifying the syntax of license names: "They must not begin with a hyphen, a dot or a plus sign." This would make the syntax consistent with PMS naming conventions. It is also consistent with current and historical usage in the gentoo tree.

Also, replace "- (dash)" by the more accurate "- (hyphen)" in the sentence preceding it.
