Try and re-emerge PyQt5 with 'declarative' USE enabled. Please report if it helps.

qtdeclarative does not have a 'network' use-flag, so I'm not exactly sure what you enabled there. Why do you think it is needed? But PyQt5 does have an svg use-flag. Try that?

I am able to open and use Cura. Much to my dismay it doesn't look like I'll be using it, as it's not producing code compatible with my printer.
