Installing at least dev-python/wheel-0.27.0 fixes this problem and tests for pbr work fine, except for pypy3, which gives an unrelated error.

In fact the dependency on dev-python/wheel is missing altogether.

I can't add it because it's a stable version of pbr that's broken.  I need the newer version of wheel to be stabilized so I can then add it.

The reason for this failure is that dev-python/wheel has dropped the wheel.install module starting with 0.32.0 [0]. (The current and only version in the portage tree is 0.34.2)

The problem is known upstream and already fixed in pbr >=5.0.0.
The commit which does this is [1], it applies without conflict to the 4.2.0 sources as shipped by Gentoo (not tested with 3.1.1 though).

The patch can applied against 4.x directly. It can also be applied against 3.1.1 when removing the last hunk.
