Installing at least dev-python/wheel-0.27.0 fixes this problem and tests for pbr work fine, except for pypy3, which gives an unrelated error.
Hey @python, can we get a newer wheel stabilized to fix tests here?
(In reply to Matthew Thode ( prometheanfire ) from comment #4) > Hey @python, can we get a newer wheel stabilized to fix tests here? In fact the dependency on dev-python/wheel is missing altogether.

I can't add it because it's a stable version of pbr that's broken. I need the newer version of wheel to be stabilized so I can then add it.
I started bug 583704, can you add the arches you think are needed?

5.1.1 works, should this be closed or should we wait for 5.1.1 to be stable (since it's just a test failure).
Old version removed. Please reopen if you can reproduce with current.
Created attachment 626566 [details] build.log of 3.1.1
Still happens with 3.1.1
The reason for this failure is that dev-python/wheel has dropped the wheel.install module starting with 0.32.0 [0]. (The current and only version in the portage tree is 0.34.2) The problem is known upstream and already fixed in pbr >=5.0.0. The commit which does this is [1], it applies without conflict to the 4.2.0 sources as shipped by Gentoo (not tested with 3.1.1 though). [0] https://wheel.readthedocs.io/en/stable/news.html (entry of 0.32.0) [1] https://github.com/openstack/pbr/commit/f14a3b2b73c6c95edbea8de799cf1df07decdf0e
The patch can applied against 4.x directly. It can also be applied against 3.1.1 when removing the last hunk.
