On https://wiki.gentoo.org/wiki/GLEP:21 the two cite links are invalid: [1] links to http://www.gentoo.org/doc/en/policy.xml#doc_chap3 which was removed on 2004-11-09. Link target was https://sources.gentoo.org/cgi-bin/viewvc.cgi/gentoo/xml/htdocs/doc/en/policy.xml?hideattic=0&view=markup#l157 ... I guess the best new link target would be https://devmanual.gentoo.org/ebuild-writing/file-format/ [2] links to http://www.gentoo.org/cgi-bin/viewcvs.cgi/portage/man/portage.5?root=gentoo-src which should be updated to https://gitweb.gentoo.org/proj/portage.git/tree/man/portage.5 if we don't have an up to date HTML view of the man page.
