x11-apps is for X.org apps. copyq should move to x11-misc.
considering that the app is written entirely in qt5 i wonder if x11-anything makes any sense. also what is the difference exactly between misc and apps? a clipboard manager is not an app?

This is explained in the meta-bug https://bugs.gentoo.org/571834# that this bug report blocks. The x11-apps category description reads "x11-apps contains applications distributed as part of X.Org X11."
