Should have filed this ages ago, but stuff kept happening... As stated back there, libxkbui is almost certainly an invalid dep. The fix is exactly he same as back then, just not in configure.in, but in m4/fontforge_config_x_libraries.m4. On not quite related note: that thing that goes as 20150612 tarball...whoever built it, must have been under heavy influence at the time...
... Please read bug 322007; it's not an *automagical* dep, it's (AFAICT) a bogus one - upstream seem to have introduced it (somewhere in the past) without any real need.
I was going by the summary on the other bug. The summary you provided on this one was not written very well.
The newer version uses AC_SEARCH_LIBS instead of AC_CHECK_LIB, so we don't even need to patch it out: it will only add -lxkbui if the XkbQueryExtension symbol is not found in libX11.
Fixed in the latest ebuild.
