https://github.com/anyc/pmtools/releases/tag/20130209 this version allows to remove the blocker from sys-apps/linux-misc-apps and change it from "!sys-power/pmtools" to "!<sys-power/pmtools-20130209"
Might this also solve https://bugs.gentoo.org/874702 ? Unfortunately, it looks likely not, as this version is nine years old, and there has been no commit in 11 years. Is there any substitute? It is a dep of sys-apps/fwts.
I just built fwts without pmtools present, (see https://bugs.gentoo.org/923564) and if I haven't missed something, I don't see any other uses of pmtools in the portage tree. Might that make it a candidate for tree-cleaning?

Might that make it a > candidate for tree-cleaning? It builds, but a grep shows some runtime references to it, like instructions to use acpidump & acpixtract to get input for FWTS.
