wrong dependencies, it needs
  dev-libs/openssl:0[-bindist]
for ssl

Just hit the same error. Requiring -bindist seems wrong to me,vsftpd
did build with openssl bindist before. 
I think vsftpd should be patched to build with bindist again.

3.0.4 seem to build fine with USE=ssl, just one tweak:
