In the past there were versioned tar balls with the source code. [1] Unfortunately the website does not specify versions anymore. http://web.archive.org/web/20130621025413/https://ece.uwaterloo.ca/~aplevich/dpic/
Actually it still does, but it is not explicit anymore. For example the following link for the recent version as stated on the website works: https://ece.uwaterloo.ca/~aplevich/dpic/dpic-2016.07.12.tar.gz

No, I probably just copied it from an old ebuild. I also just did a quick grep on the source and could not find anything regarding GPL.
