Installed Gentoo Universal LiveCD 2004.1 Stage 3 following handbook instructions.
Rebooted
emerge xfree
error "!!! Couldn't download cabextract-0.6.tar.gz. Aborting"

My computer is not connected to the internet.  I would expect all dependencies for XFree86 to be included in the Universal LiveCD.

I don't think you read the handbook right there. 
1st: universal is not supposed to provide sources for Xfree. 
2nd: if you want to do a networkless install with X you need to go for a stage3+ portagesnapshot+packages.iso install. GRP-xfree does not include microsoft corefonts as we cannot include them on the CD. there fore cabextract is not necessary on the CD. The proper command when using packages iso would be:

USE="bindist" emerge --usepkg xfree

I would think that would make this one invalid.  If anyone feels otherwise, feel free to reopen it.
