after emerging sys-fs/dosfstools-2.10 i was suprised to find the binaries in /usr/sbin and not in /sbin with the other fs utilities for reiserfs, ext2/3, xfs, etc.

Reproducible: Always
Steps to Reproduce:
1.emerge sys-fs/dosfstools

Actual Results:  
dosfsck and mkdosfs binaries and related symlinks (fsck.vfat, etc.) were placed
in /usr/sbin

Expected Results:  
should have been installed into /sbin along with other fs utils.

dosfstools are not critical to recovering your system

ext2, resierfs, xfs, etc... are

Systemd seems to expect the binaries in /sbin.

 systemd-efi-boot-generator[483]: Checking was requested for /dev/disk/by-partuuid/8b5da4bf-a827-4ffa-bff3-c1d0082da02f, but /sbin/fsck.vfat cannot be used: No such file or directory

Since FAT partitions are mission critical for UEFI systems, would you consider moving them?

then, fairly ironically, systemd is broken.  feel free to file a new bug to get it fixed.
