Hi, since this bug is quite old, I don’t think there will come any movement from the maintainer. However, eix from app-portage/eix shows that rutorrent is in some overlays, for example in “junkdrawer-overlay“[1] (v3.7 right now). You might ask the maintainer there to create a pull request for the main tree, or even better, get started in writing ebuilds and maintain it as a proxy maintainer. :) (Of course you should coordinate with the overlay’s maintainer a bit to avoid redundant work.)
