the correct file is package.use, you wrote packages.use (delete the 's')
Thanks, Agostino. That was the reason. After renaming /etc/portage/packages.use to /etc/portage/package.use and /etc/portage/packages.keywords to /etc/portage/package.keywords the issue disappeared. Sorry for the trouble.
