This is probably a bug in 4.9.5. I tried with opensuse 12.3 (comes with 4.10.0 (patched?)) an there I could not reproduce this issue. Waiting for upstream confirmation (that it's not just an opensuse patch), then I will remove the 4.10.1 stable blocker.
Just did an update to 4.10.1 and the problem is still there, so "not fixed in 4.10.1". But I am not entirely sure about the block: The issue already persists in 4.9.5 so not a real dealbreaker for 4.10-stabilization.

I already think some days this might be related to openrc. openSuSE uses systemd. So I migrated my Laptop to systemd today (no alsa.service, no net.service, damn... really...) And things really got better! Brightness control works. Unplugging AC while sleeping will dimm the screen. Also the timings work now. BUT: It won't go sleeping after the configured timeout :( I will look if this works at all (after a fresh boot without AC adapter attached), but first I need to fix my WD Caviar (bumping Load_Cycle_Count by 6 every minute... pm_utils fixed that, but - well - no pm-utils.service...)
[Battery][SuspendSession] idleTime=180000 suspendType=1 And it get's completely ignored - 3 minutes after login without AC and the laptop is still on (but locked, as configured)
Fixed by appending session optional pam_loginuid.so session optional pam_systemd.so to /etc/pam.d/system-auth (noticed that suspending by KMenu as well as mounting my USB drive did not work, so polkit dd not give me any rights) I don't know if powerdevil is generally broken with non-systemd-systems or if there is an issue how Gentoo packages/configures the neccessary packages (I did never change anything pam/powerpolkit-related, always used the defaults; this was the first time for me.)

Seems fixed in 4.11
I upgraded to 4.11.2 and the problem still persists. @Johannes Huber How did you fix this? Even the upstream bug shows unconfirmed.
