Both packages ship biblatex, but the -2012 is newer. dev-tex/biblatex was only a workaround for biber (Bug 340353) anyway.

biblatex bumped to 2.1 and removed from texlive-bibtexextra

since we are going with standalone biber releases, its better to use sf.net biblatex releases too
