Does /var/db/pkg/sys-apps/portage-*/USE contain userland_GNU? If not, maybe there's something wrong with your profile. Normally, it comes from profiles/base/use.force.

IIRC, this wrapper was initially introduced by flameeyes when he did the FreeBSD port. We haven't had any complaints from them since then, and I'd rather not change it unless the FreeBSD team requests it.
