Example:
Packages A and B are not installed.
A-1.0 has DEPEND="" and RDEPEND="".
A-1.1 has DEPEND="B" and RDEPEND="".
B-1 has DEPEND="A" and RDEPEND="A".

`emerge A` should result in:
1. Installation of A-1.0
2. Installation of B-1
3. Upgrade of A to 1.1
