The development howto has to be updated to reflect recent portage additions and
examples and best-pratices about how to use the sandbox.

Apart from the fact that all documentation should be updated whenever possible,
I don't see this as a bug... perhaps it could be wise to resolve this one? It
will help diminishing the open bugs :)

I agree - 
The development howto was last updated by myself, and with the advising of
Seemant and Daniel, it looks to be up to date (for now).
