Hmm, after deleting glossaries-3.01.zip from distfiles and reemerging the problem was disappeared
I confirm the problem as *.dict files are not present in $WORKDIR. The 2.07 and 3.01 versions differ for the EAPI used, the former completes while the latter fails. I'm attaching ebuild install logs for the two versions and the info output

Now everything is working here... Today I have been able to upgrade to glossaries-3.01. I haven't changed anything, only restarted the system... I don't for which reason latex --interaction=batchmode

I am having the exact same issue. These are the steps I have tried: * As per MaratIK I did rm /usr/portage/distfiles/glossaries-3.01.zip * Based on Fabio Rossi's comment I tried closing all programs and windows, opening a new terminal and emerging * Replicating Fabio Rossi's comment exactly I restarted the machine None of those have fixed the problem. I still get the "cannot stat `*.dict': No such file or directory" message.
It works now. Besides revdep-rebuilding, my automatic --sync also ran overnight, so I can't really say which one fixed it, but one did :)
revdep-rebuild fixed the problem for me as well. Both luatex and texlive-core packages needed rebuilding. After that, glossaries-3.01 installed just fine.

Marking this as invalid since it seems it was mainly caused by broken packages that needed to be rebuilt.
