We seem to have devmanual repositories on both git.overlays.gentoo.org and git.gentoo.org. The former seems to be the official one so the latter should be deleted or at least in some way marked that it's no longer in use.
and also one subversion repo (<https://bugs.gentoo.org/show_bug.cgi?id=196025#c31>)
For git it's a dup of bug 333891 comment 3 and 9 where infra requested that qa removes the content of the old repo and link to the new repo. The old subversion is "unfixable" because qa doesn't have access any more.

Done. Content has been removed but would be still accessible for read access. Write access will be disabled. A file "MOVED" has been added with the following content: The devmanual repository has been moved to git.overlays.gentoo.org.
