cannot emerge sys-devel/autogen-5.10.2, fetch restriction is turned on, but even if I download the package autogen-5.10.2.tar.bz2 (from http://www.mirrorservice.org/sites/www.ibiblio.org/gentoo/distfiles/autogen-5.10.2.tar.bz2 for example) and copy it to /usr/portage/distfiles/autogen-5.10.2.tar.bz2, I get "Fetch failed for 'sys-devel/autogen-5.10.2'"

Reproducible: Always

Steps to Reproduce:
1. emerge sys-devel/autogen

Actual Results:  
emerge failed

Expected Results:  
emerge successful

I'm not sure where that autogen ebuild is from but it's not us.  We don't have a fetch restriction on that ebuild nor "hou" or "sou" USE flags.
