The Control Center runs just fine, but it's entirely empty. All the control-center items are in the 'unknown' Start-menu item instead. it's a known problem, and it is happening with all distributions. Until the kde folks give us a fix, it's stuck this way though. rumor has it you can find the control center entries in the K-menu somewhere.

You can find some of then in an Unknown folder in the Kmenu (at least, that is what happens for me).
I've seen this too and have found a solution. The following KDE bug contains Gentoo-specific fixes to your problem. http://bugs.kde.org/show_bug.cgi?id=67192
I've committed a fix to the ebuild which could create the softlink that fixes this.
