This issue seems to be similar to the following tickets.

None of the resolutions work and what causes the error seems be related to another dependancy.

Disable "build" USE flag for all packages.

This did the trick after setting it globally and emerging everything. Not sure why it was enable by default.

Description of "build" USE flag is "!!internal use only!! DO NOT SET THIS FLAG YOURSELF!, used for creating build images and the first half of bootstrapping [make stage1]".

stage3 tarballs contain dev-lang/python installed with USE="-build", so this bug is still invalid.

Sorry, but I do not agree. I was building stage3, having already built stages 1 & 2 and libxml2 was being built Before python. The timestamps of usr/bin/python2.6 in the stage 1 and stage 3 build directories match. So the python which was being used to build libxml2 during stage 3 was the one built in stage1. 

Here is the genlop -l output for the (failed) stage 3 build, which shows that python had not been built before catalyst aborted.
