I don't think you're supposed to submit Manifest or Changelog files.

"Whenever you update a (or write a new) ebuild, you must also update its (or create a new) ChangeLog."

I'm sorry, I was a little lost since I didn't read the doc for submitting ebuild. 
I use this for some student work. It would be used for business application since you can make some expert systems very easily with it.
