What version of kde are you currently running?
The latest available... 3.1.3. I think I also have some related problems in gnome... in some dialogs, where a text has markup, it apears something like b>Text</b> (I don't remember very exactly right now) and some warning apear in the console about not recognizing <.. I will look for them again and paste in the exact messages.

kivio is missing it's dtd directory even though it's specified. index.docbook in the header says "dtd/kdex.dtd" I believe this is the source of our problems. IE it can't compile it cause it's not there!
beta4 is now in portage - i wonder if that fixes this problem?
I've reinstalled the system, and now everything seems ok...
