Have you ever had a kernel that worked correctly with tcpdump/wireshark? If yes, what version? Also, could we have a copy of your kernel config and the output of your `lspci -vvv`?

This is a confirmed bug, for now we have a workaround. The upstream owner does not have a fix as of yet. If one gets committed, we can try to backport at that time.
