The majority of packages using ExtUtils::MakeMaker ignore LDFLAGS.
It might be better to make a change in an eclass.
Please try with the patch from Bug #233354.

Let's resolve bug 233354 first and then have a look at specific modules.
If you have a better proposal please add it there.
