Fix for aclocal problem

Declaring AC_PROG_CXX in the configure.in file fixes the problem.

Basically, its same as bug #212772, but it wasn't fixed for this version of hal.

The existing files/hal-0.5.10-autotools.patch works just as well as my attached 0009-gentoo-aclocal-fix.patch.

HAL 0.5.11-r1 is stable, marking as wontfix.
