/etc/xinetd.d/svnserve is installed but xinet.d isn't installed here

It doesn't cause any real problems.

/etc/xinetd.d/svnserve is installed just for convenience of xinet.d users.
It's very small file and its existence is totally harmless.

why is the resolution set to "wontfix"? there is the xinetd use flag. in other packages only when this one is set xinet.d files get installed, why not here?

In this case the situation is similar to the "logrotate" USE flag (Bug #198901).
