It is in Portage as rosegarden-4.0.9.ebuild, but actually the name of the
application is rosegarden-4, and the version is 0.9.
From the website at http://www.all-day-breakfast.com/rosegarden/index.html :

Portage doesn't support dashes '-' in the name of a package. It could be renamed to:

    Rosegarden4-0.9.ebuild

but not:

    Rosegarden-4-0.9.ebuild

Not sure that i consider it a bug. After all, the major version of this release is 4...

thats similar to how we handle imagemagick in portage, they have a -<patchlevel>
attatched to their version number, so we change for example 5.5.7-4 to 5.5.7.4 in portage.
imo this is not a bug, it's just how portage works so i vote for closing WONTFIX
