At least, this occurs with gentoo-sources. I have "sys-kernel/gentoo-sources" in my /etc/portage/package.keywords but only latest slot is updated with emerge -avuDN world. Every single sys-kernel/gentoo-sources version has it's own slot. What exactly do you expect here?
