Attached is an ebuild script for librsync.  No patches are required for a
successful compile.  ibrsync has no dependencies other than glibc.  

Librsync provides tools for using the rsync algorithm in programs other than
rsync, and includes rdiff, which is necessary for rdiff-backup to function
(which I'm about to submit in a minute).  

I suggest net-misc/librsync for this package, since that is where rsync
currently is and it is similar.

Ok, nevermind.  I tried to submit the ebuild script (making sure to select
text/plain) and it said "No file was provided, or it was empty."  Same error
with both mozilla 0.9.9 and konqueror.  Not sure what the problem is there. 
I've been able to upload files to bugzilla.mozilla.org just fine so I don't
think its a problem with my browser, but who knows.

Anyway, you can get the ebuild script if you go to

I just committed your two ebuilds... 
 
some code cleanup was necessary - please have a look at them. 
 
some of the issue included: 
- 'use build' is only used during bootstrapping 
- a license is mandatory (as well as giving away your 
copyright to gentoo,inc) 
- i located librsync in net-libs
