I have attached the build error and emerge --info I have also same error with LC_ALL="C" my make.conf file does not contain any language related settings (But I have an 02.locale env setting for system wide locale). I have also tried to build with LC_ALL="C" but this also failed with the same error

Please try to emerge 2.0.4 and see if that works for you, that's the current version for unstable
İt fails exactly at the same location it complains about not finding svids.hrc. I was trying to find find a workaround for a week so I decided to fill a bug report. I have two systems one have single core athlon64 with 32bit gentoo and the other have dual core amd athlon64 with 64 gentoo. Both systems fails to build ooo complaining that svids.hrc cannot be found. I had rebuilt entire systems after changing profile to 2006.1

I am seeing a consistent build failure with 2.0.3 as well, however my error is different. I've reproduced the problem on two different gentoo systems with different hardware. Here is the error.
