This is actually a pidgin bug, as it doesn't install pidgin.pc correctly I suggest marking it as such.
Yes, it should be reported upstream.
After doing some digging and talking to the nice pidgin devs I found the following: pidgin.pc is only installed if the gtk ui is enabled. if you have -gtk in your use flags the pidgin ebuild disables the gtk ui for some reason even that I had -gtk before it installed 2.0.0 gtk ui for me Adding the gtk use flag fixed the problem for me
