emerge sys-kernel/gentoo-sources gives the following error:
416 Requested Range Not 
Satisfiable
when downloading linux-gentoo-2.4.19-gentoo-r7.patch.bz2

downloading the 
file with wget, and then running bzcat on it yields "Compressed file ends unexpectedly".

As 
such, I would have to say that the patch is corrupt.
