When emerging module-init-tools-3.0-r2, I get the this error message:

Yes, it seems to be a common problem. I've encountered the same thing now while emerging sys-apps/coreutils-5.2.0-r2.

sys-apps/shadow-4.0.4.1-r1 is the same problem.

Ok, here's a workaround, that worked for me:

Get back on binutils 2.15.90.0.3-r1.

If your system doesn't emerge anymore, download the bin-package from http://niebie.sytes.net/files/binutils-2.15.90.0.3-r1.tbz2, copy this file to /usr/portage/packages/All/ (may be this directory doesn't exist, so make it), do an "emerge --usepkg binutils", and you are back in game ;-)
