I initially posted my problem-description on Bug 247671. But this seems to be a different problem and is allready solved now.

If I try to emerge x11-drivers/ati-drivers-8.552-r2 against my linux-2.6.27-gentoo-r4 on amd64 I get the following:

I tried with different versions of ati-drivers (like x11-drivers/ati-drivers-8.542) without success (throws exactly the same errors).
I have also tried to use a default-kernel-config with just the options enabled the ati-driver needs, didn't change a thing.

I know from others, that they compiled the ati-drivers in the same version with the same kernel version I use with success!
One other user in bug 236871 reported the same error, but with a older version. The current version should fix this if I understand it right.
Please help me to track down under which circumstances this error occurs.

I'm not sure if this is an issue, but you have both intel and amd AGP parts built in to your kernel. Also, turning off ftrace is a good idea, as it is now disabled in more recent kernels due to issues. However, since your computer has a Core 2, I highly doubt you are using AGP (maybe not) anymore and probably have a PCI Express card. If that is indeed the case try disabling AGP under device drivers->Graphics Support.

no it was not the enabled AGP for both platforms, but you pointed me in the right direction. I re-checked the kernel configuration and stumbled over one. I needed to enable
Executable file formats / Emulations => IA32 Emulation (I selected IA32 a.out support, too. Don't know if is needed).
This options exported the needed symbols. Ati-drivers compiles fine now.

I'm not an ebuild-expert, but I think portage can check kernel-options to be enabled. I think this could save someone else to run in this problem.

How to contact the ebuild-maintainer for ati-drivers the right way?

I have no experience trying to contact a particular maintainer, but you could try going onto IRC to contact the dev or put in a new bug request. Flag the new request as an enhancement, describe the feature you want ( add a check for 32 bit exec support to ati-drivers ebuild for amd64 ), and point them to this bug. Glad that I was able to help!

I created a new bug 248983 with a proposal to let the ebuild check for this option to be enabled on amd64. Waiting for the ebuild-maintainer to hear what he thinks about it.
